Army Recommends Action Over Alleged Torture of Civilians in Terror Probe; Defence Minister Assures Justice

Administrative and disciplinary action has been suggested against two officers and other personnel responsible for the operation, including the Brigade Commander of 13 Sector RR and the Commanding Officer (CO) of 48 Rashtriya Rifles (RR). While not directly involved, their lack of command and control led to administrative lapses.

Disciplinary action has been recommended against officers, Junior Commissioned Officers (JCOs), and other ranks present during the interrogation. Although not directly involved in physical torture, they failed to ensure interrogation was conducted in line with rules.

The Army clarified that disciplinary action could involve a court martial, depending on the seriousness of the offence, while administrative action could result in departmental consequences.

The investigation reports have been finalized and are undergoing legal procedures. The evidence is being collected for further action, including the possibility of a General Court Martial.

Meanwhile, 48 RR, the unit involved, has been regrouped and retrained under a new Commanding Officer and redeployed in another sector under the Nagrota-based XVI Corps.

Defence Minister Rajnath Singh, along with Army Chief General Manoj Pande, visited Rajouri to meet the families of the deceased civilians and assured them of justice. The Army reiterated its commitment to impartial inquiries and upholding discipline and ethics.
