This support has facilitated Russia’s most ambitious military manufacturing expansion since the Soviet era, with collaborative efforts between Chinese and Russian entities extending to the production of drones within Russia.
The substantial assistance from China has had a profound impact on Russia’s capacity to sustain its assault on Ukraine, exacerbating the challenges faced by the Ukrainian military, which has grappled with equipment and weapon shortages. Efforts to provide new American military aid to Kyiv have been hampered by Republican opposition in the US Congress.
Senior administration officials have underscored the importance of persuading China to cease its support for Russia’s defense industry, as Chinese materials fill critical gaps in Russia’s production cycle. The rapid reconstitution of Russia’s military capabilities, highlighted by Gen. Chris Cavoli of US European Command, is largely attributed to Chinese contributions, with 90% of Russia’s micro-electronics imports originating from China in 2023.
